સોળમી લોકસભાનો આજે છેલ્લો દિવસ છે. આ અહેવાલ કૅગ દ્વારા બુધવારે રાજ્યસભામાં રજૂ કરવામાં આવ્યો હતો. અહેવાલ મુજબ, મોદી સરકારે UPAની તુલનાએ સસ્તા ભાવે રાફેલ વિમાન ખરીદ્યું છે. જો કે, રિપોર્ટમાં કિંમત જાહેર કરવામાં આવી નથી.

CAGના રીપોર્ટ માં કહેવામાં આવ્યું છે કે મોદી સરકારે UPA થી 2.86 ટકા સસ્તા ભાવે આ વિમાનો ખરીદી કરી છે. રાફેલ સોદામાં ભારતે 17.08% પૈસા બચાવ્યા, યુપીએના સમયના સોદાની સરખામણીમાં નવા સોદા 2.86% સસ્તો : કેગ. રીપોર્ટ બાદ રાજ્યસભામાં હંગામો થયો હતો, જેના કારણે વેંકૈયા નાયડુએ 12 વાગ્યા સુધી રાજ્ય સભા સ્થગિત કરી હતી.

બુધવારે હવાઇ દળની ખરીદી સંબંધિત કંટ્રોલર અને ઓડિટર જનરલ (CAG) ની રિપોર્ટ રજૂ કરવામાં આવ્યો હતો. આ અહેવાલમાં રાફેલ સોદાથી સંબંધિત વિગતો શામેલ છે. અહેવાલમાં જણાવાયું છે કે 126 એરક્રાફ્ટના જૂના સોદાની તુલનામાં, ભારતે 36 રફેલ એરક્રાફ્ટના નવા સોદો કરીને 17.08% પૈસા બચાવવામાં સફળતા મેળવી છે. નવો રાફેલ સોદો UPA સરકાર દરમિયાન કરવામાં આવેલા સોદા કરતા 2.86% સસ્તો હતો. ત્યારે, નવા સોદામાં 18 એરક્રાફ્ટની ડિલિવરીનો સમય જૂના સોદા કરતાં વધુ સારો છે. પ્રથમ 18 એરક્રાફ્ટ 5 મહિના પહેલા ભારતને મળી જશે.

અંગ્રેજી અખબાર ધ હિન્દુના અહેવાલ અનુસાર, સંરક્ષણ મંત્રાલયના ત્રણ વરિષ્ઠ અધિકારીઓની ટીમ એ નિષ્કર્ષ પર પહોંચી હતી કે મોદી સરકારની રાફેલ ડીલ UPA સરકાર દ્વારા મળેલી ઓફર કરતાં વધુ સારી નથી. મોદી સરકારે તૈયાર 36 રાફેલ વિમાનનો સોદો કર્યો છે. જયારે યુપીએના સમયે, દાસો કંપનીએ 126 રાફેલ વિમાન ઓફર કર્યા હતા. આ ત્રણ અધિકારીઓ, જેઓ ભારતીય વાટાઘાટકારોની ટીમમાં સામેલ હતા, તેમણે આ વાતને 1 જૂન, 2016 ના રોજ ઇન્ટરલોક્યુટર્સના વડા અને ડેપ્યુટી ચીફ એર સ્ટાફને સુપરત કરેલ નોટમાં જણાવ્યું હતું.

આમાંથી, એથિક્સ કમિટિ (નીતિશાસ્ત્ર સમિતિ) ના અધ્યક્ષ ભૂતપૂર્વ નાયબ પ્રધાનમંત્રી એલ કે અડવાણી છે. પરંતુ 15 સભ્યોની સમિતિમાં છેલ્લા પાંચ વર્ષમાં માત્ર ચાર બેઠકો થઇ છે અને સંસદમાં સમિતિ તરફથી ફક્ત એક જ અહેવાલ રજૂ કરવામાં આવ્યો છે. ડિસેમ્બર 2015 માં છેલ્લી બેઠક યોજાઈ હતી.
